Sorry to say DouglasZ but its impossible for anyone but ServiceNow to say so. My personal opinion is that it is unlikely and I think they are more likely to keep the IntegrationHub capabilities behind a paywall as that gives quite a bit of benefits that you have to develop yourself while using RESTMessageV2.
If you are worried I suggest you reach out to your ServiceNow sales representative for an official answer.
