flow automatically rejecting approval and going straight to closed incomplete

I have a requirement to convert a workflow to a flow in flow designer. The flow essentially gives the end user to submit a catalog item to add or remove a user from a group. I have attached a screenshot of the flow, my problem is that when i test the flow it is skipping the approval and going straight to rejection path of the flow.   The approver can be the  manager or secondary manager. In my testing, it is going straight to steps 14 an 15 in the attached diagram
.  I have verified that the test groups i used are active and have a manager.

Hi @oluseyiasol 

In the Flow context can you check, whether approval is getting skipped due to no approver or no value is passing to Approval .

Please ensure your approval group is having group member(s).
