How to Create new user in AD server without using any spoke from ServiceNow using catalog item?

Then you need to build your own integration from ServiceNow to AD. Creating all logic yourself, instead of using OOB possibilities.

It is like integration 

So you need endpoint URL

Username password 

Need to pass value frommSN.

Field n table mapping innAD.

Also it will be custom solutions so Might be SN did not support if you stuck or it did not work.

You need some medium to connect SN and AD. Ootb spokes are good if you don't want to use then build your own logic but thar logic will be similar to ootbs spokes
