Twilio provides support for SMS and Voice calls and we have implemented it in the past. Twilio have option for WhatsApp integration as well. ServiceNow Store app has integration for Twilio and below are the details,

@GRH is it a business requirement or personal learning requirement?
If it is a business requirement, you need to follow:
https://business.whatsapp.com/developers/developer-hub
If it is for personal learning, You will have to create a developer account using same link but I believe now it has a cost associated with it, it will not be free.
For personal learning, you can try telegram, it should be free and easy through webhook.
This is a working example, I have tested it in past.
