Is admin role mandatory for webservice users - I face recent failures in api calls due to this

Recent days, my api connections are failing with 403 forbidden error.
When I debug, I see the api user lacks admin role. Is there a communication from Servicenow or a latest patch that mandates admin role for webservice users ?
For third party integrations, I might want to restrict admin privileges. How do we integrate in such aspects.
Please provide some inputs here !!
