Prevent MS Teams callout from triggering to specific users

We're in the process of leveraging ServiceNow's Major Incident Management plugin to manage P1 incidents.

As part of this, we're integrating our ServiceNow instance with Microsoft Teams. 

The Collaborate section behind the 'View Workbench' button generates a MS Teams callout in the event of a P1 incident, however, some users do not wish to receive this callout.

Is there a way to prevent (suppress) the callout from being triggered to specific users OR even prevent it completely, either in ServiceNow or in Teams? 
The attached pic has the callout i'm referring to.

Hi,

To restrict visibility for the 'View Workbench' UI action, please modify the existing condition by incorporating the current user role. The visibility of this button will depend on the role configuration, ensuring it is accessible only to the necessary associates.
