Using APIs from External Third-Party Products to Communicate to ServiceNow without Licensing

I have a customer who is looking to utilize an API to submit incident tickets for issues encountered with their third-party product. After conducting a quick Google search, I discovered that I could create API requests in ServiceNow without requiring a dedicated API license. However, the search also indicated that there were some limitations on the "Table API" and "REST API."
The question I have is when I configure the Scripted REST API endpoint so that ServiceNow can receive incidents created by the API from my customer's third-party product, will I (1) be able to make updates to the incidents once it's created, (2) will the Category, Subcategory, and Assignment group be coded appropriately, and (3) will the Scripted REST API even communicate with the API from my customer's third-party product.

Hi @BenFan
First, there is no dedicated "API license." You can create as many Scripted REST API endpoints for incoming requests and REST messages for outbound requests as you want. However, licensing comes into play elsewhere.
This topic is too complicated for me to consult with you via text box. It would be better if you sought support from ServiceNow or an implementation partner.
