cant able to see new button in user table

hello comunity,
I cant able to see the new button in user table (sys_user). eventually i checked the ACL and UI Actions but i didnt find any mistakes in that.
please provide some suggestions in this matter.

Please provide more information. The 'new' button will show if there is a create ACL that evaluates to true for your user. So at least share the ACL stating this.

IS this issue is with you or other users as well. Try to do cache.do also ACL need to be check again. Share some screenshot.
