Hello-Few things to confirm straight away.

1. Is the application coming from your companies dev instance? (NOT a PDI or some other third party instance?)

2. Is the Development Request being generated in your production environment when you submit your application in your dev environment?

3. If the answer to 1&2 are yes, then what do you see when you look at your companies applications? Do you see that your application is being moved into the repo at all?

4. After that, I'd start looking at the flows that are supposed to move and deploy the update set.

Ah! Ok. The pipeline publishes to the app repo, this is something that PDIs are not able to do as they do not have a proper company name space. Pipelines will not function on a PDI.
