I have a custom application and have added a few custom fields on the Global scope so that it can be used with CI Identifiers since fields created in a scoped application do not work within CI Identifiers.
How do we include these fields within the scoped application? I've been able to capture "data" records fine using the "Create application file" UI from the list view. When I try to do the same from the dictionary table, the only application that is available is "Global"

There is not a way to move an artifact/file/<insert other name here> from Global to a Scope or between Scopes. The only way is an Insert and Stay, then a coordinated deployment to disable to old thing in the source and deploy the new one in the same deployment window.
The exception would be a Global App, which behaves very similar to a scoped app, but does not have the same security. You can move files between Global Apps as they are technically still in Global, just in a different Package.
To create a Global App, go to the old Green Studio, and make a new app. There should be a radio button to create a Scoped or a Global app. Pick Global.
Now go back to that "Move file to application" UI Action and you'll be able to add the files to your app.
This allows you to use Source Control to back up your Global Apps and then use App Repo to deploy them.
