How to get values in additional comments

Suppose when I am creating a incident as a fulfiller in the incident form i need the details of the fields to get displayed in the additional comments.

Why? The fields are already visible on the form so copying them into the comments seem unnecessary.

As a fulfiller when i create a incident on behalf of end user then i wanted the fields to be added in the additional comments so that end users will get to know in the portal
