If not, can someone guide me with this.

"Chargeback" is not implemented in ServiceNow yet I believe.

when I have a Financial Management conversation with prospects and customers that want to go beyond manual work with Excel, emails, or even SPM, I often suggest a build approach with App Engine, as every company has its own very specific processes, systems, and data to control the spending. So a buy+build approach on ServiceNow is a win-win solution.

Hi Akshay,
I work for Proven Optics and we have a scoped application available on the ServiceNow Store that was specifically built for IT Chargebacks. Here is a link to our application for more information: Proven Optics | Billing & IT Cost Recovery
Rates can be set per service and you can import external data files to produce invoices or pull from any table within your ServiceNow instance that you grant permission. After bills are produced, we have self-service dashboards for consumers to view their service/product consumption and invoices.
