PDI Business Rules different that company's environments

While comparing a fresh PDI (Washington DC) to my company's Dev environment (also DC) I noticed that I am missing all of the business rules that I thought were OOB standard. 

When I check the Business rule package or the sys_metadata they are from several years ago and are part of Plugins and Packages

For example: Business Rule "Copy Incident State to State"

Installed in Sept 2021 as part of Plugin Incident Updates (com.snc.incident.updates)  Parent: com.snc.core

Any suggestions why my PDI would have no Incident table Business Rules?

Never mind, I completely missed that the business rule list was defaulting to a filter for sn_actsub
