Record Count is showing incorrect in Reference field where Advanced Reference Qualifier added

Hi Experts, 

I have added a advanced reference qualifier on reference field. It is giving me proper details but wrong record count. I have overall 209 records for certain conditions , but it is showing 129 records instead of 209 records. 

why it is showing wrong count? when i click next in the list it shows 209 records.

The condition is correct. I am checking two fields if one of the field value is present then drop down should have some values and if not, based on the other field the value should be shown in the dropdown values different values.
