Resource Plan State - Confirmation in Progress

When do we get this this state in Resource Plan. The steps followed is

1. Created Resource plan

2. Requested Resource Plan.

3. Resource Manager clicked on "Confirm"

4. State changed to "Confirmation in Progress"
