What i main is how servicenow catch up the maintenance and inform to users.

Still not clear, what exactly your business case or requirement.

ServiceNow manage its own cloud infrastructure and sending emails about scheduled change to respective client account manager and team who so ever part of support portal for any that client.

If you are working for any client, you must ( or other team member ) use to login support portal for various need.
