In very simple Language Portal is just like a website from end user can request for anything like -Laptop, mouse, Head set etc. This is for end users. They will raise a request on Portal and one reqeust / incident etc will be created back in servicenow. End users may or may not be aware that there is something called ServiceNow, for them this portal (Website) is servicenow only as it is the only interface for them. So end User will raise request from Portal and it will create a record in Servicenow. Someone will work on their request in Servicenow and they will get the updates on portal.
