Sorry, you can't login with this ServiceNow ID - login error while trying to publish an app

While trying to find out more about how to publish an app, I came across the following article

Here were the three steps
- Create an application within a private application scope. (DONE)
- Join the Technology Partner Program. (This is where we get a login error)
- Have the application certified
Login error page screenshot is as below.
I have logged in successfully with my loginid in community, support everywhere.. why I am getting this error.
Can someone help ?

For publishing an Application below criteria must be met:
- You must be partner with ServiceNow.
- The Access you are using must have access to tpp not HI or Support or partner portal.
Please check with your higher authorities to get access to TPP(usually this list is secured and limited).

Actually - while clicking on the link - https://tpp.servicenow.com/$appstore.do#!/tpp/program
we get this error.
Link says - Join the TPP - so it should allow us to access on how to join TPP - but it gives login error.
We are not yet TP, but then how do we become a TP ? - the link is actually saying Join the TPP..

Tried, it is giving authentication failed message again.
