Hi, Is there any way to show the incident data on portal or platform UI to end user which were not raised by them without consuming any license?

Here we means end users. End users need to show the incident data on portal/UI which were not raised by them.

NO that is not possible, end user can see only records raised by him / her only. If want to see other records need the minimum role like Sn_incident_read like.

Go to https://{your-instance}.service-now.com/sp_config and create/copy a widget, and adjust the refernce qualifier as per your need, then place that widget where it is suitable for you (Menu Item, Landing page, ...)

@kurella swamy as @Dr Atul G- LNG has stated, ServiceNow access for users with Self Service access is strictly limited to records that were raised by them or on behalf of them. To grant access to read, update or otherwise interact with other incidents, problems, change requests, requests or other records in the platform requires a higher level of access and therefore another licence. There are "approver" and "business stakeholder" licences with additional access, but typically such activities require a fulfiller licence with the "itil" role.
If you attempt to circumvent this then ServiceNow will detect this and probably uplift your volume of itil licences and the cost.
This detail should be contained within your ServiceNow subscription documentation. If in doubt please review terms and conditions for your licensing with your ServiceNow sales representative.
