How can I check if my client has virtual agent available given the client license(old HRSD standard) ?
They want to setup chat with oracle contact center for queries. How can this be achieved ?

I just confirm this with the ServiceNow Account manager, because you don't want to guess in these cases.
Your client would have an account manager and they would know if you are entitled for the same.

I mean but can I check on instance if virtual agent is available or not?
I want to know if employees will be able to open servicenow chat with contact center as a additional channel for queries? I want to know what all options we have to setup this

Im not sure I understand fully but I'll try ,
VA widget will be added on the portal, All employees can access the portal and SO can access the VA.
You can use VA + AWA to route chats to different queues, there is guided setup available for the same.
