Hey,
After talking to HI below is their response.
Resolution:
We did some research regarding this and after engaging our developers for confirmation, they explained that this attribute is listed for historical reasons but it is not currently used by the platform.
Marking this correct.

I have read this, but what does the attribute do?
Is it the same as skip_root=false?

I suggest you to create HI incident to understand purpose of base_start attribute.
