Enforce mandatory skills in AWA is not working for interactions with no skills

Hi Team,

 

I have setup the AWA for the HR chat interactions. In my assignment rule, I have enabled the skills and enforced the mandatory skills as well. I'm getting some interactions but for someother reason skills are not being assigned to those interactions. I see those interactions are getting routed to available agents. Since I made the enforce mandatory skills true, I was expecting such interaction to be in queue and get cancelled eventually. But its not happening. Is this the expected behavior?
