In native UI on the related list we can edit and then manually add approvers, however when in SOW there is no edit button so we cant manually add approvers. How do I fix this?

Hi @joshmorris,
There is a solution for this here: Solved: Agent Workspace - Get Edit/Add option on Approvers... - ServiceNow Community
You will need to create your own list action and an ACL it looks like.

If you go to sys_declarative_action_payload_definition are there any entries there?
Do you have full admin access to see this?
What happens if you try to add it before adding the workspace?
This article has a really good create process using the workspace experience that might support - This section:
Creating & Assigning Declarative Actions
Declarative Actions in ServiceNow: The COMPLETE Guide
Use the logic from what you need to fill in on the form to the method outlined in the article and see how you get on.
