Risk card in contextual side panel displays inconsistently

My customer would like to see the 'Risk' card in the Record Information panel for Change requests in Review, so reviewer can look at the answers to the assessment. I reviewed the conditions that cause the card to display in UI Builder, and changed the Risk Assessment settings to allow the assessment to display for CRs in Closed or Review states. This works - mostly.
If one opens SOW, and selects a closed CR from the 'Changes - Closed' list, the risk card doesn't display. If you go to the 'Changes - Open' list, and select a CR in a state where the risk assessment has been completed, the risk card displays. If you then go back to the Closed CR the risk card shows. No changes have been made to either CR.
It's almost like opening a record with a Risk card 'reminds' the interface that it's supposed to show the card for closed CRs too.
We opened a case with Support, but since OOB the risk card doesn't display for Closed CRs, they couldn't help.

I have the same requirement. What form did you use in UI Builder to make those condition changes and did you get past this.

I never got an answer as to why the card was displaying some times and not others. I didn't make any changes in UI builder - I changed the Risk Assessment settings to make the risk assessment visible in 'Closed' or 'Review' state. Because the CR isn't active at that point, the Risk Assessment can't be changed, so there's no risk of someone changing it after the fact.
