CMDB Query Builder - no relationships choice not working to Business capabilities

I am creating a CMDB query to find Business Service records with no relationship to Business Capabilities. When I run the query however, it show all 669 business services that match my filter. I know I only have 385.
Any ideas on why the query builder's "No Relationships" link would not work? I have used it for other relationships with great success.
