Created Technical Service instance for Neatbars but when Dynamic CI group is attached the Instance morphs into a Dynamic CI Group

Is this expected behavior?

Technically, it's a Dynamic CI Group with the Service Classification set to Application Service. 

Confusing yes, since you're starting with creating a new Application Service and populating it with a Dynamic CI Group.  To all intents and purposes it's treated as an Application Service. 

If you want to use the Dynamic CI Group for a Technical Service don't use the Application Service wizard - you should use Service Builder or create it from the cmdb_ci_service_technical list.
