How can we analyze the conflicts for the IRE rules of any configuration item ?Is it based on the priority of attributes we should consider or anything else?

The first and most important aspect is the attribute property — it's the key principle that helps determine the primary CI in case of a conflict. Once that's resolved, you can then consider the source of the CI, as it is also an important factor.
