issue with ACL

for ITIL role users they couldn't able to edit the application record can anyone tell me why ?? as well as i have checked with other ACL's which are written under application table but there is no issue with that ACL's

For user to be able to write on this table, the role and script both should return true. 

Can you confirm both are returning true and still user is not able to write.
