Retired CI's are visible on Configuration item field on change_request

I am able to select retired CI's on change request, let me know whether it is OOB feature and if it is OOB then provide me with some docs regarding that.
If we can manipulate it with some system properties then also let me know.

Reference qualifier is getting override in the dictionary

So need to correct in override.
