Why MAC address is disabled in OOB Hardware CI identifier?

Why MAC address is disabled in OOB CI identifier for Hardware class? 

MAC address is also called as physical address, its burnt into the network card by the manufacturer hence also called as burned-in address.

Hence this is also unique for a device right? Why ServiceNow has disabled this?

 

Wierd thing is, SericeNow only says Serial number may not be unique but MAC is unique here (see 1st point), and still ServiceNow has disabled MAC, but activated Serial number in Hardware CI identifier.
