I have found that its becoming necessary to utilize partners or consultants as direct hires are becoming very expensive and hard to find senior devs… i have begun a pipeline for college students and transitioners from other platforms to give them experience and grow my bench…

You need to train your own people to become senior DEVs or Architects. Hire them as newly trained, then have them work and shadow existing senior people. It's an investment in people, and you need to compensate them once they reach the Sr level, or you will lose them.
