Auto killing transaction which are loading from long time

<p> Can we create any business rule/ Scheduled jobs to kill Transactions or Events which are running from long time..

That wouldn't be a very sensible approach - If you're needing to kill long running processes you need to investigate the cause and fix it. Not a sticky plaster approach. 

OOB we have https://www.servicenow.com/docs/bundle/xanadu-platform-administration/page/administer/platform-perfo... which controls the running times of transactions.
