Technical team have implemented change through Normal change process to resolve incidents. Change been suggested by a vendor . After implementing incidents didn't resolve. Would this be considered as unsuccessful change ?

It depends. 
The change given by the vendor is actually the solution to the Incidents ?
Or the change was not implemented in the proper way by which Incidents didn't resolve.

I believe it as a Unsuccessful change, because it was meant to resolve the Incidents which didn't.
