•Log in to https://developer.servicenow.com/dev.do
•Click on your name in the top-right corner
•Select Change User Role
•Choose Admin
•Click Confirm in the bottom-right corner
•Retry your action

Hello, Yes, I figured out to change the role to Admin and it worked for a while. But after not using the instance for several hours and needing to login again, the issue occurs again. This morning I set the user "aes.creator" to Admin in users, hopefully the change will be permanent.
