Hi,
I'm still new to ServiceNow, I'm trying to create visual metrics for information on an excel sheet that is about vulnerabilities, how long they have been vulnerability, projected patch date, and mitigations. The goal is to create metrics for how long it has been vulnerable and the project patch date.
Can I upload this excel sheet to ServiceNow and create metrics for it?

Of course! Happy to help.
Vulnerability Response is a separate product in ServiceNow, so if that's something your company hasn't already purchased, then likely it won't be an option unfortunately (Though you can always reach out to your account rep about what this might cost). That being said, this likely has all the features you need OOTB. For example, the Remediation Target can be configured based on your severity, and can be used to show when the vulnerability needs to be remediated by, and if the target was missed or met.
If this data absolutely needs to be in ServiceNow (and VR isn't an option), than you will likely have to create a custom table (and import it via a Transform Map/Import Set), as there aren't any OOTB tables or fields that can support this data for ITSM, etc. Note that this will eat into your custom table allocation/licensing.
Honestly unless there is a major business requirement to have this data in a report or dashboard in ServiceNow, managing via an Excel spreadsheet and sharing via a Knowledge article might be the cheapest/quickest option.
