Check if the user has impersonator role.
The impersonate option will be available under profile icon. (Please find the attached image)

Hi there,
What are application tiles according to you? I don't that's ServiceNow terminology, so please clarify.
Which lab instance is it, for which course? Perhaps someone has that one too and can reproduce your issue / guide you with your question.
