Portfolio Mismatch in Dev Instance

Good afternoon,
I am still a relative newbie in the dev space, so I hope someone could enlighten me. The answer is probably very obvious and I'm just not seeing it.
In Strategic Portfolio Management (SPM), Yokohama release, the portfolios available in demand and project do not match what is listed in the portfolio planning workspace. They are 2 completely different lists.
I've synced, refreshed, updated, etc.
I've run diagnostics and have followed the instructions on how to resolve them.
- Validate List Views for Planning Items
- Validate Form Section View for Planning Items
- Validate Workspace View Rule for Default View
- Validate Workspace View Rule for APW Default View
- Check Goal Assigned entity configuration lens
I've reviewed the releases of all the plug ins to see if there is an incompatibility.
I've even gone so far as to wipe my instance clean.
The only thing I can think of is that I may need to install SPM Standard in a specific order.
Or maybe it's demo data?
