Send HR document templates to employee without agent involvement

When employee requests for HR letters like(visa letter) the document to be sent to employee without any HR agent involvement and the document to be attached and sent to employee's email.The document attached should not get stored in sys_attachment table ?Is there any possible way to achieve this?
