Show a display label only on the catalog task

I want a Rich Text Display variable to be hidden when submitting a catalog item.

I want it to show when viewing the submitted RITM or when viewing a catalog task from the RITM.

I'm attaching screen shots of the UI Policy and UI Policy Actions for the variable.

UI Policy action is to hide the variable and the UI Policy only applies to this variable and only "Applies on a Catalog Item View" is checked. There are no catalog conditions, so this  "always on". 

When submitting the form - Label is hidden - I want this.

When viewing the submitted RITM - Label is showing - I want this.

When viewing a catalog task on the RITM - Label IS NOT SHOWING - I want the label to SHOW!!

What am I missing?

Thank you for replying.  I tried to attach the screenshots twice and did not realize that they did not load.

I found the issue.  I added the variable to the form, but did not add the variable to the tasks in the workflow driving the RITM.  Once I added the variable to the tasks, it appeared as expected.

I figured it out.  I needed to fix the workflow driving this catalog item and I forgot to add the variable to the tasks in the workflow.  

I've added the variable and it's working as expected.
