unable to upload text file in the attachment

I am unable to upload a text file with a '.txt' extension as an attachment, but if I type some random sentence in the same file, it uploads successfully.

text file has the below lines

@swamydeepik This is an OOTB behaviour as the instance doesn't allow uploading empty files.

if the file is empty system won't allow.

Are you sure the initial txt file is not 0KB?
