when the cart is empty it will be hide in the header menu and if it has some items it needs to be visible in ServiceNow portal.
How to achieve this functionality, could you please help me on this issue

You need to find the widget showing that cart and add a condition to it. But doing this will be customisation and you may need to deal with skipped records in future during an upgrade.
