WTASK ticket Assigned To person is not receiving email notification

When the WTASK ticket is assigned to a specific user, that user is not receiving the email notifications.  Other members of the group do receive the email notification when the WTASK ticket is assigned to him/her.  In the Sent emails view, I have noticed that an email was never Sent to the user so that they can receive the email notification.

 

However, the user does receive the email notificaton when the WTASK ticket is updated and then assigned to her.  The email notification for an updated WTASK ticket is a separate email notification that was created to be sent to the assigned to if the ticket was updated and they are the assigned to.

 

All of the following have been confirmed for the user who is not receiving the email notification when the WTASK ticket is assigned to her:

 

The user's email address exists in their user record

The user's notification preferences are turned on

The user is a member of the Assignment Group

The user is active

The user is not locked out

In summary, it sounds like this user is receiving notifications from this instance, just not a specific one.  Let's look more closely at the Notifications section in the Preferences for this user.  Obviously Allow Notifications is enabled, but what about the details of System and Custom Notifications?

Compared to a user who is receiving this notification, do you see an entry for the notification in question?  Is it enabled?  The user could have unsubscribed from this notification.  There is a checkbox on the notification definition to Force delivery - not allowing users to unsubscribe.
