How to add insturction in the pop up window of file attachment of incident ticekt?

When user upload files to incident ticket,
I want to tell them to be aware of the security of the file they are uploading .
(For example, if it's a confidential document, be sure you are permited to upload it to ServiceNow)
I know there may be some ways to show the users the message, such as using a hint message(when the mouse cursor is put above ). Or maybe is there anyway I can show the warning message on the pop up window of file attachment?
Please kindly share with me if there is any way to show the message "Be sure you are not uploading confidential document to ServiceNow"on the UI of incident ticket!

the attachment UI page(attachment) is OOB one and I don't recommend to update it.
Why not show the message on form using annotations and they will always see the message
If you still require to do so then check this link on where I shared solution few years ago and it worked, the images are broken but it should work

Thank you. Annotation could be a nice solution, I'll discuss it with my team.
But, is there any chance that I can add words like the red ones ?

In form annotation you can add whatever text you wish
But if you wish to update the OOB attachment UI page then link I shared has solution. I won't recommend doing that as it's OOB ui pag.
