unable to create record user record

• Upon submission, request is sent for approval to requestor's manager.
  • If approved:
    • If User's location is 'Canada' add user to Bitlocker To Go Exception (ca) and close the request.
    • Any other location, user is added to Bitlocker to Go Exception (mcgladrey) and close the request.
  • If denied, request is closed and user is notified.
    
    this is my requirement but in flow context it is showing the Create Record → Error
    The requested flow operation was prohibited by security rules.
    
    how to resolve this issue can anyone explain with navigation

• Open your flow in Flow Designer.
• Click on the Flow Properties (the ... icon or the properties menu button at the top right).
• Find the Run As configuration field.
• Change the selection from User who initiates session to System User.
• Save and Publish the flow.
