User Criteria Report with Drilldown

I need to create a report based on a table that includes two fields:
Name and User Criteria. When a user clicks on the User Criteria field, the report should drill down to the next level, displaying all the users and groups mapped to that criteria.
Could someone please assist with this requirement..

Let me clarify:

In a list-type report, add the user criteria as the first field. This way, when a user clicks on a record, it will open in a new page where they can see the user/group mappings in the related lists.
⚠️ However, this approach requires clicking into each record individually to view the mappings.
Alternative option:
-
In the list view report, check the related list section of the custom table.
Specifically, look for the User Criteria related list. If it's available there, you'll be able to view all the mappings in one place — without needing to open each record individually.

1. I already tried adding at first place.. it didn't helped..
2. User criteria is not in realted list.. that;s the problem here.

Then there’s no way, because if the user criteria is not a reference, you cannot see the related record for the same.
