How to make "Add resolution notes to comments" added by default

Hello,
How would you make a copy of the Resolution notes to Comments mandatory? This is what the CSM Manager is requesting so that it only has to be recorded once. Pretty sure she's aware it will send a notification.

Hi Mark, thanks for this. I ended up where I needed to be in a roundabout way. I checked out your link and noted the final recommendation in the thread - "there is a "Selection required" checkbox on the variable form." I'm embarrassed to say I didn't quite know what/where exactly the "variable form" is. I went into Form Design, no mandatory option for this field. So I went into Configure Dictionary on this field, which I've done before but didn't/couldn't arrive at my goal - tried adding a default value of True and it didn't work. Then I noticed a Dictionary Override and went into that. Override default value was checked and Default value was set to false. I changed that to true and voila! I opened a new Case and "Add resolution notes to comments" is now checked by default.
