Hi, I have a developer instance of CSM running and I'm looking for a way to get notified via api call when a case is created or updated, ideally with a webhook. I couldn't find a way to do it, is it possible?

I'm not sure why it's not sending an email to you. You should check any security constraints. To come conclusion, try with following cases.
1. Try your existing company domain neighbour email address
2. 1st step not provided the result then test with your personal gmail address
3. If 1st and 2nd step not supported use your personal servicenow instance and test above 3 items and justify the security constraints with your relevant team.
For all cases you test the email flow from system emails.
