Record replies to cases from all users (almost like anonymously)

Hello everyone,
I'm having this issue with accepting emails from people who doesn't have access to the case, and failing to record their replies. I tried inbound email flow, and it didn't work. My access rules are applied through BR-Before-Query.
For example -
1. An agent, sending an email from within a case to someone without access to the case.
2. That person replies back, but due to lack of permissions, email is not recorded alongside with "case not found" error
I would like to:
1. When email are received from someone without access - record the emails and attach them to the case

There is query business rule which is restricting this, check below
