Suggestions on the best was to setup external users using going through Azure into Servicenow

We have CSM installed and setup. Now we are trying to get our external (county) users to be able to login to service now and submit their own cases. Our information security team is requiring us to use Azure for the external users to login. I am looking for suggestions and step by step processes on the best way to setup servicenow. Ideally, we would want to know the least amount of work on maintaining these accounts from an admin's role. Thanks in advanced.

Hi, If external users want to connect the instance they must have account in ServiceNow. when you enable integration between ServiceNow and Azure then user provisioning is going to be activated. ServiceNow has a capability called SSO to enable user provisioning.from Azure. Pls find below link for your understanding.

Is there a way to setup users without an account in servicenow like a guest? and if so how does that setup process work? if not does this mean an admin type person has to manage all external logins?
