Current state is that if you 'snip' an image you need to save it first before you can attach it to a ticket in ServiceNow.
However I came this 'work around' today while investigating something else and thought it was too good not to share, particularly as this has been mentioned around the place as a pain-point... It's not quite the silver bullet yet, but it works...
If you snip your image as per normal - then open your ticket that you want to paste it in. From inside the ticket selected the 3 dots and open the email client (I know, weird but stay with me here...) - screenshot below:

Once the email window opens, simply paste your image into the body of the email message field (it allows it as it's an HTML format). Then close the window, you do not need to send the email, and 'voila' the image will be attached to the ticket....
Still not as nice as being able to link directly, but at least it's easier than having to email the image to the ticket, or save it as a file first...
